A certificate of substantial completion is a formal document that provides evidence that a construction project has come to a stage of substantial completion. It will normally refer to the name of the project, the parties involved, the outstanding completion date, and anything outstanding about the project. It is important to note that there is a difference between "substantial completion" and "final completion" – it is not a certificate that signifies completion of all construction details. Rather, it is an assurance that the project is in general completed and ready to be used for the purposes for which it was built, with the exception of the items on the list. The certificate also could designate dates for warranties, responsibilities, insurance and other contractual obligations, depending on the contract. The procedure on its issue should always follow the project contract.
